A dedicated
state fund in California is essential. Three states (FL, NY
and NJ) that have dedicated funding sources for beach restoration
receive the greatest share of federal funding for that purpose.
In FY '99, $88 million in federal funds were spent on beach
restoration. California received only $50,000.
